1. HOT SPOT Malmö

Will ESF in Malmö be different? There will be much action during ESF in
Malmö. The Conservative party have been warning about the risks when
anti-war activists will make actions against different arm factories in
Malmö and nearby. The local peace group in th Ofog network have appointed
Malmö a War Trade City as a challenge to the official label of Malmö being a
Fair Trade City. Sweden has gained a lot onthe wars going on in the world
at the moment. Arms sales have doubled three imes since the start of the
Iraq war and Malmö are among the places were thee weapons are produced. The
leading national conservative paper is also worried for other things. At the
same time as ESF there will be a police demonstration in Malmö demanding
better conditionsfor the police called by the trade union. Another group
that makes actin without being part of ESF is European Action 2008 who are
calling for a street party Friday evening. But compared to other ESF eventsthis time many radical actions will be carried out by anti-racist,
environmental and peace movements organising seminars within the official
ESF program.

There is also many political trials in the Malmö-Copenhagen area at the
moment. Environmental, labour, nti terrorist law and youth house activists
are standing trials or have recently been doing it. You will find actiists
from most of these criminalised movements at ESF. The first organisation in
Nordic countries to be proecuted and fined according to the new terrorist
laws now being introduced in so many countries was Greenpeace in Denmark.
Greenpeace activists had entered a corporate building without permit and
made a banner drop against the involvement of the company in environmentallydevastating activities. Instead of putting the activists on trial the
organisation was accused of an act of terrorism and fined.

During ESF ays in Malmö there will be many possibilities to participate in
linking actons and discussion hopefully uniting the struggle for global
justice in the many fields the movement of movements are active in. Welcome!

1.1 Malmö trial against climate activsts: The Polar Bears in front of the
judge


Climate activists from Mlmö were prosecuted in Sept 4th for protesting
peacefully against domesic aviation at Sturup Airport in February, dressed
up as polar bears o pinguines. The charge is attempt at sabotage. Protest
was named as Kliax and  it happened in several Swedish cities at the same
weekend in February 2008. Activists from Malmö were apprehended and
transferred to a detention centre in another city in outhern Sweden and kept
in solitary cnfinement for more than 60 hours.

The seven activists were interrogted throughout the days, charged with
“intent to sabotag air traffic” and threatened with four years in prison if
convicted. Next day from Klima activists in Stockholm broke into a police
station to demand the immediate release of their comrades in Malmö, and a
solidarity manifestation was hed in Gothenburg. All in all, more than a
hundred activists were involved in the coordinatd activities over the
weekend. On late Sunday, the last remaining Malmöactivist was released
from the detention centre.

- The real culprits ae in the government, not here at court, says Kajsa
Lindquist, Klimx Malmö, one of the prosecuted. Introduce a tax on aviation
and extend therail system and the problems will decrease, she adds.

Kajsa Lindquist is chairof Friends of the Earth Sweden and will speak at
the ESF Peoples part at Saturday night. There will be a very broad range of
seminrs on climate issues at ESF. Among them one titld Organising the

among all strands in this new emerging movement on Friday night. For more

1.2 Malmö trial against trade union activists: Malmö 26

Union rights under attack, we need your support!

26 union activists on trial for keeping picket line

Malmö city wants to profile itself as a socially consious municipality,
certified fairtrade city buying good coffe and paying 2,5 millions sedish
crowns to get ESF to town. At the same time, there has been a hard and
violent attitude towards alla kinds of union activity. The police of Malmö
have been harshly critisised by internal investigators. This after the
repatedly use of pepperspray against legal industrial actions. 26 people are
now facing prosecution for participating in a legal picketline against the
sushirestaurant Izakaya Koi in december 2006. A chef had been seriously
beaten with scull fractures as a result, by the owner Henrik Siebert, and
the management were unwilling to negotiate.

coffe for Malmö municipality, restaurant workers in Malmö and all us other
workers in the whole world: Join us in the demonstration block for the

1.3 Copenhagen trials against anti terrorist law activists: Fighters and
Lovers


In Copenhagen political trials are also many at the moment. Of international
interest are the trials against Association Rebellion and the clothing
company Fighters and Lovers. These two organisations deliberatly provoce the
new terrorist laws in Denmark by collecting money for the liberation
movements PFLP in Palestine and FARC in Colombia and printing T-shirts with
the liberation movement logos. On the 21st of August a trial against
Rebellion was cancelled as the police claim they cannot find proof enough
for that money actually have been transferred. Now a new trial is going on
against the company Fighters and Lovers. The jugdement will be presented on
Thursday 18 September.

Marie Jonasen from Fighters and Lovers will speak at the ESF demonstration.
There will also be many seminars on repression and the war on terror issues.
One of the big will be on Friday morning Thursday September 18, 9:30-12:30,

1.4 Malmö ESF "Freedom struggle is not terrorism" speaker stand trial

Next wednesday, 17th of september, the Spanish Court Audiencia Nacional
will make public the sentence against the 24 basque citizen accussed in
the trial against the Basque movement for support the political
prisoners (more information at www.ehwatch.org). As you may know, all of
them had a trial and the prosecution is asking for 10 years of prison
for 21 of them, and 13 years in prison for three of them.
One of the defendants was suppose to be the speaker in the seminar
called "Freedom struggle is not terrorism" but obviously he cannot go to
the ESF because at that moment he may be in prison. We will go to the
seminar of course, and will try to explain all the matters concerning
this and other political trials going on in the Basque Country against
political organizations.

1.5 Copenhagen trials and victory: New youth house

The biggest conflict in the Öresund area the last year has been concerning
the youth house in Copenhagen. Ths was the huse for the workers movement in
Copenhagen and the place were the decision to start international womens day
was made in 1910. In the 1980s when conflicts grew between house occupants
and the authorities the social democratic mayor after strong escalation of
actions and police operations felt a need to give the right to use Jagtvej
69 to the Youth house initiative. In 1999 it was sold to Human & Co which
was very temporary as the Fathers house, an extrem Christian sect against
muslims bought the house. After many court battles there was the decision in
2006 to evacuate the house and 1st of March 2007 the police with the help of
military equipment stormed the house and brutally evicted it. Immediatly
afterwards it was turned down. Riots and weekly demonstrations mobilising
hundreds and hundreds of protesters followed until october 2007 when a mass
civil disobedience action managed to conquer temporary and new building. The
disciplened non-violence made it impossible to stamp the movement for Youth
house as only violent. Negotiations restarted with the mayor and in July
2008 a new Youth huse could open. Some 2 500 people have been arrested
during the protests. Many trials have followed.

At ESF the Youth house conflict will be present in different ways. At the
demonstraton and Peoples party the toast master Thomas will come from the
Youth house scene, where many learnt interacting with the public after
weekly parties and parades during the Copenhagen streets. There will also be
special program about the Youth house conflict with a serie of films and a

1.6 Migrant demonstration and action 18.9 and ESF seminars

Within the official programme of ESF there will be a number of seminars and
workshops on the theme of migration and migrants rights, as well as racism
and antiracist struggle. The seminars may be found on the esf official home

Outside the official programme there will be an demonstration and an action
under the heading:

"Day without deportations"

Fort Europe looms over us. From fences with armed guards to the moat that is
the Mediterranean. From an Italy where attempts are made to impose race laws
against the romani, to a Sweden where deportations are celebrated with
champagne and cake at the Migration Office.

For these reasons and many more an action group from the European Social
Forum Action Network enact a day without deportations during the European
Social Forum, ESF.

Thursday on the 18th will be decentralised actions as well as a
larger demonstration.

- “Champagne breakfast” starts at 7.30 am outside the Migration Office.

- The demonstration gathers at Stortorget, Malmö, at 11 am and then leaves
for the Migration Office. During the demonstration there will be stops at
central places in the nexus of the deportation industry. The demonstration
will end nearby the Migration Office, where talks and live music will
finalize the manifestation.

Day of Action Against Militarism

Friday 19th of September

The Dissent Disturb Disrupt Day of Action aim to disturb the arms companies
in the south of Sweden in as many ways as possible. Here like all over
Europe, arms are produced and sold, and then used in wars all over the
world.

European countries are participating in the ongoing conflicts in Afghanistan
and Iraq and EU forces are intervening in Africa. Sweden is no exception.
Swedish arms are sold indiscrimentely around the world and Swedish soldiers
fight in Afghanistan.

In Malmö, the main supplier of red dot sights for the US army, Aimpoint AB,
has its head office and factory. According to themselves 400 000 of their
sights are used for military purposes in the world today.

Europe's largest weapons manufacturer BAE Systems has one of their offices
located in Helsingborg, 40 minutes by train from Malmö. The company makes
fighter aircraft, warships, tanks, armoured vehicles, artillery systems,
missiles, munitions and much more. In Helsingborg BAE Systems C-ITS delivers
education, training and simulation for war. One example is the Air Defence
Combat Training Centre where crew and command training is exercised against
simulated enemies in virtual terrain.

Kockums, situated in Malmö and Karlskrona, makes ships and submarines for
military use since 1987. Their speciality is stealth characteristics, which
generally means different military techniques to hide troops, vessels and
equipment.

We invite you to take action with us in Malmö, Helsingborg or Karlskrona.
Since war starts from Europe we can also stop it right here.
The war machinery cannot go on undisturbed!

Let´s take action. Let´s Dissent, Disturb and Disrupt!

The European Peace Action Forum will co-ordinate nonviolent direct actions
against arms companies in the south of Sweden. Both legal and civil
dissobedient actions will take place during the day. Our aim is to disturb
the war machinery as much as possible.

We are encouraging people who wish to come with an affinity group and a plan
for their action. We will provide some basic support and facilities for
sharing the story of your action.

The affinity groups should have their own support persons and media persons
to send the story to the group´s national/local media. There will be a media
center at the EPA Forum during the Action day. There will be a legal team
that keeps track of the people getting arrested. For those who want to
participate in direct civil dissobedient actions on Friday we will provide
action training at 17.00O on Thursday evening (18th of September).
There will be an action outside Aimpoint at 11 that is open to everyone.

Those who wish to take action together but haven’t an affinity group and a
specific plan are welcome to join this action. To get to Aimpoint,
catch bus no 1 (towards Kristineberg) from Södervärn or Triangeln. Get off
at Ögårdsparken.

Action training will be provided Thursday, September 18th, 17.00 at
Ungdomens hus, Norra Skolgatan 10 (where the EPA Forum is).

Guidelines for the Day of Action:
• All participants should have an affinity group
• We do not use physical or verbal violence against anyone and we do not
carry arms
• We don´t use alcohol or other drugs, except for medical use
• We respect common decisions regarding the actions
• We act responsibly and safely so that we do not harm ourselves or others

1.8 Climate action 19.9 and ESF seminars

Climate Collision/Klimatkrock in the middle of Malmö blocking cars and
making a street party for a car free citycenter and a fossil fuel free
society. There will be coffe for free and entertainment in different forms
and politicised mingel. It is excpected to be the biggest climate street
occupation ever with international participation, strong speaches and with
no cars.

1.9 ESF demonstration 20.9

The big demonstration!

One of the forums biggest events will be the big demonstration on Saturday!
The main slogan is "Power to the people - against capitalism and
environmental destruction - Another world is possible!". We will march from
Rosengård via Möllevången, Trianglen and Gustav Adolfs Torg towards
Tallriken in Pildammsparken, where we will get together and create a
folkfest (people’s party) of speeches, music and community.

We urge everyone to bring banners, flags and signs that express the issues
and demands that you want to raise and march for. It's your commitment and
your fire that will create a demonstration that neither the participants nor
the spectators will forget! It's in the demonstration that we will show that
the visions come from below, from the people, and are sprung by a common
knowledge that another more fair world is both possible and necessary!

17.00-01.00: The folkfest (people’s party) at Tallriken will start as the
participants arrive. When everybody has arrived, the party will start for
real, with speeches and live music, amongst others by Anne Feeney, Patchanka

1.10 Reclaim the streets and European action 2008

Groups not organising activities during ESF in the offcial program or as
autonomous parts of ESF is also initiating actions in Malmö. On Friday night
19 the of September at 20.00 there will be a Street party. This has caused

1.11 Police demonstration

The conservative paper Svenska Dagbladet is afraid of what might happen when
what they claim as police hating groups are close to the trade union police
demands for a better collective contract. Demands that will be called for
during the police demonstration in Malmö in the ESF days. During the
Gothenburg EU Summit in 2002 the police encircled 500 demonstrators
protesting against police violence at Järntorget. They were told they would
all be arrested. A siege started when the tense situation in the beginning
gave away for a better and better mood among the demonstrators as it took
long time for the police to carry away demonstrators one by one under heavy
mass media coverage. Speeches and songs and negotiations to allow for going
to pee made a variety of interaction among the demonstrators and with the at
first silent police possible. Finally the demands from the demonstration was
recalled, including demands for better conditions for those working in the
public sector and better wages for the police. The siege ended when the
police in charge demanded from his boss to get information about how to
carry on the operation as it had been extended more than the hours allowed
according to law. As he did get no anser he withdraw his 800 policeman while
some remaining 200 demonstrators celebrated their victory.

1.12 Why Malmö?

Malmö has been a central place for activism for a long time and is today
essential to uniting different popular movements in Sweden. Here the last
peasant rebellion was massacared 25 km west of Malmö in Klågerup 1811. Here
30-50 peasants were killed by the army as they had gathered to protest
against conscription forced upon them but not rich people. The brutal
repression became the starting point of a split among the elite, the demands
by the peasants were later followed and never more did the Swedish state so
violently crash down on popular protest.

It was also in this region were Peoples High Schools built by popular
movements first started in Sweden at Hvilan 15 km North East of Malmö and
Önnestad in the North Eastern parts of Scania. The invention of the study
circle that became a powerful tool, in the hands of people in common was a
social invention also starting here. !908 in Lund 25 km North East of Malmö
the abolitionist movement which is still strong in Sweden started popular
education with the help of the study circle were the experience of all
participants are counted as equal and the knowledge grows out of interaction
between the will to collectively change society and grow as an individual.

Malmö is also the place were socialism was brought into Sweden. Here August
Palm, a tailor that had learned about marxism and social democracy in
Germany and Denmark made the first socialist speach at Hotel Stockholm in
Malmö in 1881. Palm was soon manuevered out from the leading position by the
academician Hjaömar Branting but Malmö continued  to be a radical city in
the workers movements with the revolutionary Axel Danielsson as editor of
Arbetet, The Work published in Malmö.

Malmö became the cradle of the Swedish workers movement. To finance the
activities needed for building the movement the social democrats cheated and
signed a contract with the municipaltity to have at its disposal a park for
entertainment. They cheated as the previous organisation which had been
allowed to use the park was the abolitionist movement, and they succeded as
the person signing the social democratic contract was the same that earlier
had signed the abolitionist movement contract.

It all went well. The Peoples park became an economic success which
contributed vital capital to the funding of workers cooperatives and press.
But Malmö was also a place were strong conflicts occured. Here import of
english strikebreakers caused much anger in the beginning of last century.
To protect the englishmen they were accomodated on a ship in the harbour
during a strike in 1908. Some young socialist among them Anton Nilsson
wanted to frighten them. They prepared a bomb and went to the harbour,
rowing out to the ship and placed the bomb at higher deck were normally
people did not sleap at night. The bomb went off and this night there were
some strikebreakers sleeping at the deck and some got killed. The young
socialists were sentenecd to death but reprieved and stayed long in prison,
especially long for Anton Nilsson. The first act of a social democratic
government in Sweden was to release Anton Nilsson. He then became an air
plane fighter i the Red army during the civil war. On his 100th birthday
everyone was there and congralutated the old social democrat at the most
well visited event during the whole 1980s at the ABF house in Stockholm.

Malmö continued to be a city with many conflicts. Especially known are the
riots at Möllevången 1926, the workers district in Malmö, now a place were
ESF takes place. When Sweden went into its long social democratic regime
1932, Malmö was again a center of the events. The first long time social
democratic primeminister for 14 years was Per Albin Hansson coming from a
village 15 km East of Malmö. This was in a time when also the right wing had
a stronghold in Scania and especially the university town Lund. Today Scania
still is the most right wing part of Sweden wiht a xenofobian party, Swedish
Democrats, having as much as 22 % of the votes in one town.

Malmö and Lund also became central to the solidarity movement in the 1960s.
From here activists invaded the small tennis resort Båstad in North Western
Scania in May 1968. Here a direct action against a Davis Cup tennis match
between Sweden and Rhodesia was stopped by force when the demonstrators
pushed against all gates and others were destroying the tennis court using
bows and arrows with oil that made the court useless for play. It was the
first national manifestation of the international solidarity mvoement and
had strong influenc radicalising the movement. Especially in Lund but also
in Malmö the left developed strongly and made many actions. The most radical
was occupation of the conscript offices in Lund to protest against the army.
The polic ordered attacks by mounted police outside and the situation
escalated during the day with demands in front of the police head quarters
to release those arrested. All the time the big student Cafe Atheneum was
the center of the actions. Finally 2000 people gathered at this cafe while
the social democratic prime minister Tage Erlander had a celebrity dinner
party upstairs in the same building. The students demanded that the prime
minister came down and talked to them and so he did. The gathered people
were very angry that the police had arrested persons only because they
claimed that people should refuse conscription as it learns people to kill.
For many years the police had harassed and corts put to trial people stating
this demand. The prime minister answered that he could not see any harm in
the statement and soon the confrontation between the social democratic
leader and the students ended with a victory on the part of the government
and confused students that did not know how to continue pushing their cause.

Much harder time had the social democratic prime minister with the
environmental movement one year later. Also here Scania was in the national
lead. The first split in the environmental movement between conservationists
closely linked to power and younger envrionemntal activists came in
Trelleborg in Scania to the South of Malmö in 1963. In 1969 when Erlander
again came to Lund he was attacked by environmentalist Roland Rittman who
criticised the close connection between the government and companies and the
building a Malmö airport in a natural area. This time the prime minister did
not have such an easy time to handle the debate. Thus Scania became a center
in the new environmental movement. North of Malmö is the Barsebäck nuclear
plant situated close to city but also only 19 km from Copenhagen threatening
the survival of another countries capital. This has caused a long conflict
and many mobilisations by pople from all Nordic countries and sometimes also
from Germany and other countries. The struggle has continued since then and
did not end until 2004 when finally Barseböck was closed, one of or the only
nuclear plant that has been closed due to political reasons, not because it
was to old.

Malmö has also been central in the history of the global justice movement.
It was here that the Swedish police decided to attack an EU counter summit
demonstration in April 2001 and arrested 266 persons without a reason. This
became the starting point for the massive repression against the global
justice movement in Gothenburg in June 2001 when police started to shoot
against demonstrators and afterwards some 50 peoples were sent to prison for
long times.

The repression caused the movement in Sweden to be paralysed with the
exception of Malmö. In Malmö the solidarity with the Gothenburg prisoners
recieved broad support. Here local Attac, Friends of the Earth and Transport
workers union made a call for common welfare which initiated a national
network. Attac, Friends of the Earth and the Transport workers also became
key organisations initiating the ESF process in Sweden. Today Malmö is one
of Europes most segregated cities with the working class suburb at one end
and the rich West on the other. With the polarised climate there is in
Scania the workers movement are more radical here then in most other parts
of Sweden and so is the right wing. The trade unions are also more
independent. When the Euromarch from Ivalo in Northern Finland to hte EU
Summit in Amsterdam 1997 was organised through Sweden it was Friends of the
Earth, unemployed women, the radical Central organisation of workers in
Sweden (SAC) and some main stream LO trade unions in Scania that joined the
call. Today the radical Scania unions have ben able to bring in the whole
national organisation as well as ETUC leader Wanja Lundby Wedin into the ESF
project. Wihout this effort ESF could never have taken place in Sweden. But
it was also necessary with many other activists. The strongest cooperation
among activist organisation in the ESF preparations have been the Latin
Americans. In Malmö they are especially strong. Here the only weekly in
Spanish in Nordic countries is published since many years by Latin American
political refugees who still are very many in Sweden from the 1970s. Malmö
is also a city were many climate street parties have taken place and were
the peace movement are making actions. A place were dreams about another
world are growing.

2. General:

National demonstration in Sweden 16th of September

There will be a demonstration in Stockholm on the day of the opening of the
parliament Against right politics - for justice and common welfare organised
by the September Alliance. Gathering at Sergels torg Tuesday 17.30, to march
to Mynttorget at the parliament.

Among the speakers are Göran Greider, social democratic editor, Lars
Lundberg from Byggnads in Gävle (building workers), Elin Gauffin, active in
the struggle to defend public housing, Jan-Erik Gustafsson, No to EU, and
hiphop artist Max Peezay.

The protest is directed against

• Attacks on national health insurance.
• Dismantling of unemployment fund and harassments against unemployed and
sick people.
• The attacks on public housing.
• Privatisation of health care, schools and statw owned companies.
• Politics that threatens the climate.
• The new imperialistic foreign police, EU Lisbon treaty and adjustment to
NATO.

The September Alliance is a network of local trade unions, active
organisations in the struggle against privatizing public housing, against
privatisation of schools, feminists, migrant gropups, paperless,
envrionmental and left organisations.

3.2 ESF Malmö - WSF Belem journal on global justice and environment


Friends of the Earth have produced a journal on global justice, social
movements and environmental issues for ESF Malmö and WSF Belem. From the
editorial: The purpose of this paper is to contribute to the strengthening
the global justice movement and to bring in wider concerns to the European
Social Forum in Malmö 2008 and the World Social Forum 2009 in Belem. These
concerns are shared by many activist organisations and people in common
emphasizing both environmental and social justice.
Contents: Ending corporate monocultures, Movements, Stop corporate rule and

3.3 Sailing to ESF

S/V Estelle, a Finnish sailing ship for solidarity exchange, is serving as
one of the forums for the ESF. The ship will be docked in “Kajplats 31”
in Västra hamnområdet, next to the City Archive (Stadsarkivet) on Is-
bergs gata 13. During the ESF, various small workshops and meetings
will be organised at Estelle.

4. ESF program

4.1 Practical information about program and venues

1. PDF-files of the printed version of the program are now available on the
ESF-webpage (www.esf2008.org/program <http://www.esf2008.org/program> ).

2. Within a day or two we will also make an online version of the program
available at the ESF webpage. Since changes in the program might still
occur, and in the printed program there have turned out to be mistakes
concerning organizations and abstracts, the online version will be the best
source for correct and updated program information. The online version also
allows you to complete and adjust information. Changes and corrections in
the program will also be notified on the webpage and of course also at
information points and at all venues during the forum!

3. It is now possible to add new information about your program activities
online. For example you are able to update the list of organizers if needed.
And there is a new field for a more detailed description of each program
activity, where you may also add speakers and other details if you wish. Use
your ACT- or MER-code.

4. The possibilities to make changes and switches in the program is now VERY
limited. However, if changes are urgently needed, if activities are
cancelled in the last minute and so on, please contact Annette Nilsson

5. There are a lot of questions about technique available at the different
venues. Therefore we will put up a detailed list with information about this

6. Last but not least, we are very sorry about some of the organizers
missing in the printed program. We know that this is unforgivable since you
have all worked very hard in the merging process and with your programme
activities. The reason why they were not included from the beginning was
because of the decision to only put the organisation that paid the
organisation fee in the printed program. Unfortunately, this was not done in
time and the programme group was not alerted in time enough to be able to
fix the problem. Many mistakes where corrected, but we simply did not have
enough time to correct all mistakes before printing. We are very sorry for
this and hope that this will not influence your whole forum experience.

4.4 The Network for Political and Social Rights (Diktio)

With the European Social Forum to change Europe and the World
The Network for Political and Social Rights (Diktio)  will participate
actively in the 5th European Social Forum (Malmö, Sweden, September 17th to
21st of 2008) just like it has done up to now at all the big meetings of the
anti-globalization movement.

We will meet in Malmö because:
·       We consider the internationalization of social struggles necessary
to put an end to globalized capitalism. With the passage of time, we can see
clearer and clearer the limits of struggles confined at the local level.
·       The antisocial policies of the European Union affect all European
people, leveling down social rights for all. This procedure creates the
conditions for the emergence of a new European political space of
resistance.
·       The global “anti-terrorist crusade” targets the social movements of
the world, strangling freedoms and rights. We must bring together our voices
so that the European states withdraw their military forces from abroad, the
occupation in Iraq, Afghanistan and Palestine ends, the criminalization of
social movements ceases, the “black lists” of the E.U. are abolished,
Guantanamo is closed, and the special retention status of the political
prisoners in Greece, Europe and the world is lifted.
·       The border regime of the European Union is an internationalized
death machine that continuously annihilates refugees in the Aegean Sea, in
western Mediterranean and the Atlantic Sea. With the aid of an international
antiracist movement, we can create fissures in these murderous borders. 
·       Climate change threatens life and civilization on the planet. As a
global issue par excellence, it can only be countered at the international
level and through the abolition of the current model of capitalist
development. 
·       Capitalist globalization limits women’s rights by exacerbating
poverty, revitalizing patriarchical values and attitudes, and relegitimizing
sexist violence. Internationalizing resistance also means internationalizing
feminism.

We will meet in Malmö because the European Social Forum has by now proved
that it is an irreplaceable space of free expression, exchange of
experiences of resistance, and coordination of struggles. Because we want
the Forum to become more radical and to take more initiatives for action.
Because we don’t like the narcissism of a secluded and bound to failure
purity, but instead we want to meet with all those on the streets of the
social movements, not only to convey our experiences but to learn from
theirs also, whether they belong to our ideological tradition or not.
Let’s meet in Malmö then, because another world is indeed possible!

Annex : the initial call
2009: To Change Europe
The object of this document and of the organizations that support it is to
come up with a content and work method to try and reach an agreement on a
common European movement when the Social Movements Assembly meets at the
2008 European Social Forum in Malmö. The two reasons for this proposal are
the following:
·       On the European level, we are witnessing a liberal and anti-social
front on all domains (economic crisis, price increases, foodborne illness
crisis, privatization and disassembly of public services, movements against
work reform, decisions of the European Court of Justice, dismantling of the
Common Agricultural Policy, reinforcement of Fortress Europe, weakening of
democratic and civil rights, economic cooperation agreements, military
intervention in external conflicts…)

·       We must do something on the European level that would bring a halt
to this front. In a time in which 75% of resolutions passed by national
parliaments originate directly from the application of European decisions
and in which European policies directly translate into policies we confront
in different countries, the necessity of joining forces on the European
level is a challenge that social movements must take up.

The European Social Forum appears to be the favored place for social
movements to meet to lead the fight for “another Europe”; it must permit the
discussion of different ideas in order to define the strategies and
alternatives as well as push forward the creation of networks and movements
on the European level.

The path taken shows that some important steps have already been made with
the creation of networks and themed initiatives. However, besides the
movement on February 15, 2003 against the war and the movement against the
Bolkenstein Directive, the social movements have been unable to attain a
Europe-wide movement capable of opposing modern European construction. It
would be important to make up for this loss during the next European Social
Forum in Malmö.

In Malmö, the Social Movements Assembly, like in previous meetings, risks
being the sound box for different initiatives debated in seminaries and
workgroups (some more local, others more European in character) : this
diversity of proposals is due to the lack of common initiative on the
European level. The unification of social movements could better address
these proposals.

In the debate concerning Kiev, four initiatives that take into consideration
all of Europe have been put on the table: the European Summit of March 2009
in Brussels, the movement during the 60th anniversary of NATO in Kilelh and
Strasbourg in April 2009, the July 2009 G8 Summit, and the December 2009
summit for “climate change” in Copenhagen. The last three will most probably
constitute strong moments for a Europe-wide campaign; however, in the strict
sense they do not directly confront the neoliberal movement in Europe. There
will probably be other initiatives (like the Via Campesina meeting on April
17) that will be in the same nature (of international dimension). In the
discussion, the proposal to rally against the European Summit of March 2009
for its proximity to the European elections has roused some difficulties.
For this situation, the solution that we could discuss is the following: on
one hand, create a common agenda that integrates different Europeans
initiatives: against NATO, the G8, climate change, agricultural policies,
etc.; it could be called “To Change Europe” or something else to that
effect; on the other hand, define a common campaign against neoliberal
policies in Europe (convergence of fights against economic, social,
migratory, etc. policies) that may culminate in a day of Europe-wide
mobilization (there are some groups that propose March 29th). The choice of
the date must be debated in order to come to an agreement and surpass the
arguments against this point that have been expressed in Kiev.

We propose that this proposal be discussed at the European Social Forum and
more precisely, at the Social Movements Assembly in Malmö.
It is essential that the position taken as to the date of Europe-wide action
and as to the proposal of a united campaign be widely shared. This proposal
(or the one that appears in Malmö) should be widely broadcasted and debated
in the themed assemblies or in the meeting of preliminary networks in the
Assembly of Social Movements that will be held during the European Social
Forum.

Then, the preparatory process could take place at the European Preparatory
Assembly after the Malmö conference in November

Womens assembly

The assembly will aim to ensure the visibility of the feminist movement in
the forum, to strengthen cooperation between the feminist organizations, to
develop new connections, to reaffirm our determination to be present in the
whole process with our analyses and values of women’s and human rights,
equality and democracy. There are no possible changes in Europe without
feminist voices and  and female mobilization.

In the era of climate change the inner-cities must be planned differently:
remove the cars! We have all possibilities to have sustainable and pleasant

Assembly on food sovereignty: what can we do to implement it in Europe?

With two delegates from each country in Europe on issues of geographical
balance in the cooperation between movements and within the ESF process
towards next Social Forum in Istanbul 2010. Ideas for action will be
presented to the Assembly of Social Movements. No translation will be

Radical Assembly on Squatting and Social centers

Social movements needs social forums, social forums needs social centers. A
new wave of struggles for free zones and social centers broke out after the
eviction of Ungdomshuset in 2007. What are the possibilities in Europe today
to open new selfmanaged spaces for social movements? What role can these
spaces play in the local community and local struggles to promote radical
antagonism? How can we counteract the states repressive measures against the
centers and squats?

Radical Assembly on future mobilizations

Europe as a shared space of conflicts. Open Assembly for radical and
antagonistic movements. A forum for presenting coming events, future
mobilisations and to give reports from recent network meetings (Peoples
Global Action, Euromayday, No Border), coming Global Days of Action or camps
(Migration, Climat, Mayday) and coming summit Protests (Climat Summit in
Denmark 2009, Nato Summit in France/Germany 2009, EU-Summit in Sweden
2009, G8 in Italy 2009).

Assembly on common welfare co-organised by Labour and Globalisation network,
European Network for Public Services, Campaign for the Welfare State,

Assembly Charter: another Europe is possible
– social and democratic rights for all

There will be many activities about the European issues in Malmö –
democracy, citizenship, labour rights, migration, enlargement,
delocalization … So it will be very useful to confront the results of the
seminars, workshops in order to try to forge alliances to promote
mobilizations, actions and campaigns, to develop strategies, visions and
alternatives, to analyse present social issues.

The European Students Assembly seeks to unite students in the European
school system and/with the student movement. The meeting discusses
topics such as students rights, development of the European and
international students movements, International Day of Students on November
17th and other current and relevant topics.

Assembly of the movement against war, militarisation,
military bases, weapon industries

Peace movements are faced with many challenges in the coming years, the
ongoing war in Iraq and Afghanistan, the NATO Summit 2009, the NPT
Conference 2010. It's working for a peaceful Europé in a peaceful world. All
activists are invited to come to the antiwar assembly for sharing
experiences, for presenting their seminar results, for consultation
about activities and for planning campaigns.

Final assembly on labour

Final assembly open to all the organizations and activists who worked in the
ESF about Labour issues, struggles and initiatives. The Assembly is aimed
to share conclusions, proposals, ideas, projects

Assembly of urban social movements

This assembly, open to all activists for urban/housing/land rights, will
discuss concrete steps for improved international cooperation on urgent
actions, campaigns and reflections. It will try to fix the implementation of
agreements built during ESF meetings. Let’s develop effective, targeted and
transparent international networking! Let’s build for unity of urban social
movements!

Assembly of Migration Network of ESF

Assembly of the Migration Network of ESF. Migration Network has been formed
preparing the last ESF (Athens, 2006), with the participation of about
totally 30 organizations and networks from all around Europe.
We had meetings in the previous EPA (Istanbul, Berlin) trying to promote
networking and propose a common agenda.

European Education Network Assembly against privatization
and marketization of education

The European Education network assembly has several main aims, among them:
•To facilitate dialogue
between education-related organizations and
between such organizations and civil society;

•To build proposals and actions to guarantee the right to
free, democratic and quality education for all!

Trade Union Assembly – Building a Social Europe!

Swedish Trade Unions, the Workers Educational Association and the think tank
Arena invites everyone to a morning meeting about the experiences drawn
from the forum in Malmö and how we move on from here. A few concrete
questions will be put forward for a panel and the participants to answer –
and from there, we start to build up the foundation for a more
hands-on strategy towards the Europe we want.

Assembly for a united european platform against all forms of racism

An open meeting for all organizations that are working against racism,
homofobia and discrimination and wishes to create a common initiative
against all forms of racism. The purpose is a unified struggle against
racism and the organisation of common activities throughout Europe.

Assembly of Water Movements

This assembly will be the launch of the first truly pan-European network of
water activist groups, networks and movements. Among our goals are:
• Resisting the push for water privatisation in Europe.
• Halting the EU’s use of aid and trade policies to promote
privatisation in the South.
• Promoting the right to water, participatory public water management and
public-public partnerships.

open space

During the whole ESF, NoVox will host an OpenSpace at Art Room Möllan, in
Galleri Leonard. This space will be dedicated to struggles of have-nots
(undocumented, homeless, unemployed...). It will be a meeting place to
gather and to exchange knowledge and ideas on these topics and to
enable networking. At the same venue, there will be a Mediterranean Space.
This is open to any association and initiative on the Euro-Med relation.
Readings, conferences, witnesses with guests from Marocco, Algeria, Tunisia,
Egypt, Syria, Lebanon, Palestine, Jordany, Israel will be organised.
An Internet-broadcasted radio will cover all the activities.
